I think two things have to be noted here:-
1.He is honestly saying he is chiaki95.
2.And everybody deserves a chance, as kingdom his temperament was better.
If the nos are for his hacking in past, I would like to say as kingdom he never hacked (We don't have any proofs of him hacking as kingdom).
But its just my opinion after all.
@Chiaki95:- If u promise you will never hack again, it would be a yes from my side, but still 2 nos to 1 yes will obviously get you denied.
